Laguna Park exists because of a dam. When Whitney Dam was completed in 1951, a small community formed along the new highway on the dam’s crest and Lake Whitney became the neighborhood’s backyard. Today this quiet Bosque County town of 1,500 sits 27 miles northwest of Waco where retirees, weekenders, and families who found something genuine decided to stay.
Laguna Park is an unincorporated Bosque County community at the west end of Whitney Dam, about 15 minutes from Clifton. There’s no city, so utilities, restrictions and lake rules change by parcel. Here are six areas, with recent price evidence.
Lots and older homes from about $40K
The original lake-era plats at the heart of the community, laid out after Whitney Dam was finished around 1951. Recorded lots run about 0.15 acre each, and buyers often combine several.
Expect a mix of older site-built homes, cabins and manufactured homes, county roads and septic. Deed restrictions vary by plat and are available on request.

The Corps of Engineers allows no new private floating docks on Lake Whitney and honors only existing permits. Most “lakefront” lots border federal land, not the water.

Laguna Park’s weekends belong to Lake Whitney, with a marina resort and free Corps parks at the west end of the dam. Along SH-22 there’s a grill, a cantina and a Dollar General, and Clifton handles the big grocery run. Here’s a 2026-checked list.

Two things worth saying plainly. Lake restaurants change hours with the seasons, so call ahead. And for a full grocery run, a pharmacy or a hospital, you’ll drive to Clifton.
What stands out is the water: a marina resort, free Corps parks and some of the best striper fishing in Texas.

From the Brazos Valley and Norwegian Bosque County to a Lake Community at the End of Whitney Dam
The Tonkawa, Waco and Tawakoni peoples lived in Central Texas before settlement, and Comanches raided the region at times.
The Brazos River forms the eastern border of Bosque County and once ran freely through the valley that Lake Whitney now fills. Its tributary, the Bosque River, cuts through the center of the county.
Of the peoples who lived in the area before settlement, the Handbook of Texas describes the Tonkawas as the most numerous and generally peaceable. Comanches living nearby occasionally raided travelers and settlers in what was then called the Bosque territory.
Sterling C. Robertson obtained a colonization grant along the Brazos in 1825.
The colony tied to Sterling C. Robertson ran about 100 miles wide along the Brazos, centered near present-day Waco, and touched all or part of thirty present-day counties. Farming families could receive a labor of about 177 acres, and those who also ranched could add a sitio of about 4,428 acres.
The failed Texan Santa Fe Expedition passed through the region in 1841, and many of its travelers chose to stay, bringing more settlers into the area.
The U.S. Army ran Fort Graham on the Hill County side of the Brazos from 1849 to 1853.
Maj. Ripley A. Arnold established Fort Graham in March 1849 to help anchor a northern frontier defense line. Its soldiers patrolled, escorted supply trains and Indian agents, and kept watch near Indian villages and trading posts along the river.
As settlement moved west the post lost its purpose, and the Army ordered it closed in August 1853; troops left by November. Its cemetery survives inside the White Bluff community, across the lake from Laguna Park.
Bosque County was created in February 1854 from McLennan County.
George B. Erath surveyed the new county seat on land donated by Dr. Josephus M. Steiner, who offered 100 acres, and Andrew Montgomery, who added 20. Commissioner Jasper N. Mabray proposed the name, which by legend recalled Meridian Creek and Meridian Knobs near the ninety-eighth meridian.
Town lots were auctioned on July 4, 1854, and by that fall William McCurry had built a one-room log courthouse for the new county.
Beginning in 1854, Ole Canuteson led Norwegian settlers to Bosque County, and Cleng Peerson, called the father of Norwegian immigration to America, moved there too.
Many of the Norwegian families had first settled in East Texas and moved west after malaria struck there, drawn by rolling land that recalled eastern Norway. Most settled between today’s Clifton, Norse and Cranfills Gap. Peerson died in the county on December 16, 1865.
Our Savior’s Lutheran Church at Norse was established on July 14, 1869, and Peerson is buried in its cemetery. King Olav V of Norway visited in October 1982 to mark the 200th anniversary of Peerson’s birth.
Devastating Brazos floods in 1913 and 1921 pushed for flood control, and Congress authorized Whitney Reservoir in 1941.
Heavy rains in 1913 and 1921 sent Texas rivers, the Brazos among them, over their banks, causing deaths and widespread damage. Congress authorized the Whitney project in 1941, with flood control as its main purpose and water conservation and hydroelectric power as added uses.
World War II redirected the money, and funding resumed under the Flood Control Act of 1944. Congressman W. R. “Bob” Poage of Waco helped guide the funding through Congress.
Dam construction began on May 12, 1947, and the Brazos was impounded in December 1951.
Work on Whitney Dam began on May 12, 1947. The finished structure runs 17,695 feet, including 1,674 feet of concrete, and stands 166 feet tall. It cost about $41.9 million; the Handbook dates its completion to April 1951, and the Brazos was impounded that December.
Highway 22 was moved from Walling Bend to a route across the dam, and Laguna Park grew up at its west end, about 27 miles northwest of Waco, with shops and a post office for farmers and lake visitors.
Walling Bend, a river community where King Creek meets the Brazos, had carried Highway 22 across the river. The lake has covered it since 1951–52.
Walling Bend took its name from the families of John and Jesse Walling, who came to the Brazos valley in the late 1850s or early 1860s. Its cemetery dated to 1863.
Before the water rose, 1,260 graves from six cemeteries in Hill and Bosque counties, including those at Walling Bend, Towash and the Captain Wilson place, were moved to Whitney Memorial Park, created in 1950. The Degraffenreid graveyard was the largest, with 685 graves. A state marker was placed there in 1996.
The powerhouse was finished in 1953, with two 15,000-kilowatt generators selling power to the Brazos Electric Power Cooperative.

At its normal level the reservoir covered about 23,500 acres and held 379,100 acre-feet, fed by a drainage area of 26,170 square miles. In May 1957 the lake reached its record level of 570.25 feet, just below the top of the flood pool.

The West Shore Volunteer Fire Department, a nonprofit serving the west shore of Lake Whitney in Bosque County, began its fish fry, now in its 57th year. Billed as Texas’ largest fish fry, it is held the Saturday before Labor Day; in 2023 volunteers cooked 975 pounds of fish to fund trucks and repairs.
The Lake Whitney area was named the “Getaway Capital of Texas” in 2005.
The 79th Legislature gave the Lake Whitney area the title in 2005 in recognition of its many attractions, from full-service marinas and lodging to bass and catfish fishing.
The Legislature reconfirmed it in 2011 in House Concurrent Resolution 83, which names Laguna Park among the lake communities, along with Hillsboro, Clifton, Meridian, Aquilla, Morgan, Lakeside Village, Blum, Valley Mills and Kopperl. The resolution also cited the 955-acre Lake Whitney State Park, golf courses and 3,000 acres of riding trails.
Laguna Park became a census-designated place in 2010 with 1,276 residents, and counted 1,372 in 2020.
In 2023 the former Uncle Gus’ Marina on County Road 1710 reopened as Whitney Ridge Resort, with a new covered marina, renovated cabins and more RV sites.
In May 2026 the Corps signed a water-supply reallocation, studied with the Brazos River Authority as local sponsor, to make more water available for growing communities. It lowers the bottom of the conservation pool from 520 to 512 feet while keeping its top at 533 feet, the level set in 1973.

The West Shore Fish Fry, a Spring Cook-Off and Norwegian Traditions Next Door

Electric service depends on the address. Comparison sites list both Heart of Texas Electric Cooperative, a member-owned co-op, and Texas-New Mexico Power. In TNMP areas you choose a retail electric provider; in co-op areas you buy from the co-op.
Internet varies just as much. Aggregators report fiber at some addresses, fixed wireless and satellite service, but they disagree with each other.
Before you buy, check the address on the FCC National Broadband Map, call the providers, and ask the seller for recent electric and internet bills. Many lake homes also use propane.
Most Laguna Park homes use septic systems. Bosque County Environmental, 110 S Main St, Suite 106, Meridian, 254-233-9868, issues the permits.
County policy requires every new system, repair, alteration or extension to be permitted and inspected, regardless of tract size. Systems installed before September 1, 1989 may be grandfathered.
Aerobic systems generally need an ongoing maintenance contract under state rules. When buying, ask for the permit history and maintenance contract, and order a septic inspection during your option period. Lake-area lots can be small, so confirm there’s room for a replacement field.
Bosque County requires a Floodplain Development Permit for any structure or land change in a mapped floodplain in unincorporated areas. If the floodplain touches a lot, the county treats the whole property as in the floodplain, and an elevation certificate is required.
Septic work also needs a county permit. Whether the county requires general building permits or has zoning wasn’t confirmed, so call the county before you build.
Private rules still apply: deed restrictions on many tracts limit what you can build. Read them, and the survey, before you plan a shop, barn or second structure.
Not a new private floating one. The Corps of Engineers says the Whitney Lake Shoreline Management Policy does not allow any new private floating facilities, though the lake office will continue to honor existing permits.
Most “lakefront” lots border federal land rather than the water itself, and the 2020 shoreline plan also governs clearing on Corps property.
If a listing includes a dock, ask for the current Corps shoreline use permit and confirm with the lake office, 254-622-3332, whether it transfers to you. Otherwise, a marina slip is the usual way to keep a boat in the water.
Lake Whitney’s normal pool tops out at 533 feet, but the Corps manages flood storage up to 571 feet. The record high was 570.25 feet on May 29, 1957, and the lake reached 561.35 feet in June 2016.
Land between the shoreline and the flood pool may be government land or under Corps flowage easements, which limit building. Bosque County administers FEMA floodplain rules in unincorporated areas.
Before buying, compare the property’s elevation to 571 feet, check the FEMA flood map, and ask the title company about recorded flowage easements. Ask your insurer about flood coverage early.
On May 28, 2026, the Corps of Engineers approved the Whitney Lake reallocation, moving about 184,354 acre-feet of storage to water supply for the Brazos River Authority.
The top of the normal pool stays at 533 feet. What changes is the bottom of the conservation pool, which drops from 520 to 512 feet, allowing more water to be drawn in dry years. The Corps’ 2025 draft modeled the average monthly change at less than one foot.
Lake levels will still rise and fall with drought and flood releases, so check current levels on Water Data for Texas before planning around a shoreline.
The nearest hospital is Goodall-Witcher Healthcare, 101 Posey Ave, Clifton, 254-675-8322, supported by the Bosque County Hospital District, which voters created in 2018.
Hill Regional Hospital in Hillsboro and the larger hospitals in Waco, including Baylor Scott & White–Hillcrest, are the next options; check current drive times.
Ambulance service is funded by Bosque County ESD #1, which contracts with North Bosque EMS, and the West Shore Volunteer Fire Department responds as first responders. In an emergency, call 911. Check whether your insurance network includes Goodall-Witcher’s clinics, including its clinic in Whitney across the dam.
Laguna Park has a Dollar General on SH-22, open daily, plus convenience and fuel stops and marina stores for bait and snacks.
For a full grocery store and pharmacy, most residents drive to Clifton, about 25 minutes, where Brookshire’s Food & Pharmacy is open daily 7 a.m. to 9 p.m. Bigger shopping trips go to Hillsboro or Waco.
Many lake residents plan weekly trips into town rather than daily ones. If you’re relocating, map your routine errands from the specific property before you commit, and call ahead, since store hours change.
Lake Whitney follows Texas statewide rules: striped bass and hybrids need to be at least 18 inches, with a daily bag of 5 in any combination. White bass have a 10-inch minimum and a 25-fish daily bag.
Texas Parks and Wildlife says the lake “currently provides some of the best striped bass fishing in the state,” with March through May the best months. It also highlights white bass, smallmouth and trophy blue catfish.
Anglers generally need a Texas fishing license with a freshwater endorsement. Check TPWD’s current rules and lake report before you go.
Soldiers Bluff, on SH-22 at the west end of the dam, is the closest, with 14 free first-come sites and a pavilion. Riverside, below the dam, has a fishing platform.
Walling Bend (FM 2841) and Steele Creek (FM 56) have free boat ramps. Cedron Creek (FM 1713) usually closes October 1 to March 31 and charges non-campers $5 a day to launch.
Corps parks no longer accept cash, and a $40 annual pass covers day-use fees. Check the Corps’ closures page before you go, since parks close for maintenance and high water. Kimball Bend and Plowman Creek farther up the shore have had closures for construction and repairs.
The closest is Whitney Ridge Marina, 167 CR 1710, Clifton, 254-804-3189, with about 200 covered slips, fuel, a ship store and boat rentals.
Across the lake, the Corps also lists Juniper Cove Marina (254-694-3129) and Parsons Marina near Lofers Bend (254-227-0605).
Because the Corps allows no new private floating docks, a marina slip is the main way to keep a boat in the water if your property doesn’t already have a permitted dock. Slip sizes, waitlists and rates change, so call each marina directly and ask about winter storage and fuel hours too.
The Bosque County Commissioners Court issues outdoor burn bans when drought makes burning a hazard. It issued a 90-day ban on August 17, 2026, which runs into mid-November unless lifted or extended.
Violating a burn ban is a Class C misdemeanor with a fine of up to $500, and you could also be liable if a fire spreads to someone else’s property.
Check the county’s website or the Texas A&M Forest Service burn ban map before any outdoor burning. On lake lots and acreage, keep cleared space around structures.

The West Shore Volunteer Fire Department’s “Texas’ Largest Fish Fry” is held every year on the Saturday before Labor Day; the 57th was September 5, 2026.
