A buyer-leaning market

Redfin’s median sale price was about $335,000 through August 2026, down 5.5 percent, with homes selling in about 60 days.

Inventory topped five months, so incentives and price cuts are common.

Devonshire and Travis Ranch sit outside city limits, and Windmill Farms is in water districts, with district taxes of about $0.65 to $1.00 per $100.

On a $350,000 home, a $1.00 rate adds about $3,500 a year.

The tax picture

Inside city limits, the city’s 2025 rate was $0.421431, and it proposed $0.441281 for 2026. Kaufman County kept $0.415113.

Forney ISD’s rate is $1.2869 per $100.

On the November ballot

Voters decide a $49.5 million bond on November 3, 2026, for a combined YMCA-run recreation center and city library.

Passage would add city debt service.

Forney, in Kaufman County along US 80, was incorporated in the 1880s according to the Handbook of Texas and counted 23,455 residents in the 2020 census (Census estimate 38,572 for July 2024; about 41,700 for July 2025 per the Census Bureau’s 2026 release). Many communities with Forney addresses are outside city limits; area names follow builder, subdivision and listing usage, and boundaries are approximate. Price figures are dated snapshots: Redfin’s median for the three months ending August 2026, Redfin and Homes.com neighborhood averages and 2026 builder or aggregator starting prices; they are context, not values. MUD and water district rates are Kaufman Central Appraisal District’s 2025 rates; 2026 rates weren’t confirmed. Gateway Parks’ no-MUD status is the builder’s claim. Sources disagree on Devonshire’s acreage and extraterritorial jurisdiction. Las Lomas, Talia and Falcon Heights locations and districts, Windmill Farms’ city-limits status and the established neighborhoods’ districts weren’t fully confirmed. HOA dues weren’t confirmed for any community. School districts are listed at the district level only and must be confirmed by address. Tax rates: the city’s $0.421431 was adopted for 2025, and its proposed 2026 rate of $0.441281 is its no-new-revenue rate, with adoption not confirmed at publication; Kaufman County’s 2026 rate is from meeting coverage; Forney ISD’s 2026–27 rate wasn’t confirmed by the district. The bond election is from the City of Forney. Bobby Franklin, REALTOR®, TREC #0805459, Legacy Realty Group – Leslie Majors Team.

Historic Roots That Drive Modern Community

The Story of Forney

From a Prairie Village Called Brooklyn to the Antique Capital of Texas and Beyond

  1. Before 1870

A Crossroads on the Blackland Prairie

Before the town existed, a Native American trail and early wagon roads crossed the open blackland prairie that would become Forney.

    More

Early settlers found a broad expanse of fertile blackland prairie covered with grass, according to the Handbook of Texas. The Texas Historical Commission’s Forney marker at Main and Bois d’Arc streets records that a Native American trail, sometimes called the Kickapoo Trace, and early Anglo-American roads crossed the area, which today sits between Buffalo and Mustang creeks in northwestern Kaufman County.

The same marker says the pioneer families of Isaac Briscoe and Jacob Sheltman settled here in the mid-1840s. The Forney Chamber of Commerce adds that Sallie Daugherty arrived from Arkansas in 1847 with her four sons and bought 1,000 acres southeast of today’s town, naming it Union Hill. Kaufman County was formed in 1848, and more families from the South arrived through the 1850s and 1860s.

  2. c. 1868–1873

    The Village of Brooklyn

By about 1870, settlers called their small trading village Brooklyn, reportedly for a brook formed where several springs met.

    More

The Handbook of Texas says that by 1870 settlers, including John C. McKellar, who opened the first general store, were calling the town Brooklyn because several springs flowed together to form a brook nearby. A saloon and a blacksmith shop soon followed. The historical marker describes the 1871 village as having a combined school, church and lodge building about a mile south of today’s downtown.

Schooling started early: the Forney ISD marker says it began about 1868 in a 16-by-16-foot room that served as both schoolhouse and union church. Brooklyn’s Cumberland Presbyterian congregation organized in 1872. Brooklyn Lodge No. 386, A.F. & A.M., organized in 1873 and kept the original town name, first meeting in the building it shared with the school and church. The lodge still carries the Brooklyn name today.

  3. 1873

The Railroad Arrives, and Brooklyn Becomes Forney

The Texas and Pacific Railway built through Brooklyn in 1873, and residents renamed the town Forney on December 29, 1873.

    More

In 1873 residents applied for a post office but learned that Shelby County already had a Brooklyn. That same year, Texas and Pacific promoters chose to build between Kaufman and Cedar Grove, through Brooklyn, after neither town showed interest. Business and housing moved north to the tracks, a post office opened in 1873, and the old name survived only in the Masonic lodge’s.

The town’s namesake was John W. Forney, born in Lancaster, Pennsylvania, in 1817. He was a Philadelphia journalist and politician who founded The Philadelphia Press and served as Clerk of the U.S. House and Secretary of the Senate. The Handbook calls him a member of the railroad’s board. In 1872 he published What I Saw in Texas to build support for the railroad. He never lived in Forney.

  4. 1874–1929

    Hay, Bois d’Arc and Cotton

With rail access to distant markets, Forney prospered by shipping prairie hay, bois d’arc wood and cotton; by 1891 it had more than 50 businesses.

    More

According to the Texas Historical Commission, by 1891 Forney had more than 50 businesses, including a bank, an opera house and two hotels. Farm and ranch goods went out by rail, including cotton, bois d’arc wood products and the area’s nationally recognized blackland prairie hay. The downtown business association notes that bois d’arc became bridge timbers, fence posts and paving blocks, including on some early Dallas streets.

The Chamber of Commerce says Forney prairie hay was one of the town’s leading exports for about 50 years, until cotton replaced it as more land went under the plow. Local histories say Forney had eight cotton gins by 1910 and ginned 15,000 to 20,000 bales each fall. The Dick P. Moore House marker dates the town’s economic boom from 1873 to 1929.

  5. 1874–1910s

    Incorporation, Schools and Fine Homes

Forney incorporated in 1884 and built its first public school, a cemetery, a newspaper and many of the homes that still stand today.

    More

The Handbook of Texas says Forney’s first public school was built in 1874 and that the town was officially incorporated in 1884, followed by a mayor-alderman government. A school district formed in 1876, a school for Black students opened in 1890, and a private academy was running by 1894. In 1878 civic leaders bought five acres for what became Hillcrest Cemetery, with burials documented from 1879.

Hay and cotton money paid for homes that now carry state markers: the McKellar House, built in 1873 and remodeled around 1902, the Duncan and Emma McKellar House of 1886 and the Dick P. Moore House of 1910. The Queen Anne–style William and Blanche Brooks House was designed by Dallas architect C. A. Gill. The Forney Messenger also dates to this era.

  6. 1899–1930s

Automobiles, a Highway and the Depression

One of Texas’s first automobile trips passed through Forney in 1899; later the Dixie Overland Highway, now US 80, ran through town.

    More

On October 5, 1899, Edward H. R. Green drove his new automobile from Terrell to Dallas, passing through Forney, according to the state’s 1899 Automobile Trip marker. As road associations planned paved coast-to-coast routes in the early 1900s, the Dixie Overland Highway came through town. Its historical marker in Forney records that the route became US 80, which still runs through town.

Beginning with the Great Depression, Forney’s farm economy declined for several decades, the Forney marker says. Manufacturing arrived in 1936, with local plants making cottonseed oil, ice, athletic supplies and paper products, according to the Handbook. The Works Progress Administration built the Forney High School Building in 1938 and 1939 on the site of the town’s first schoolhouse. The building now houses Forney ISD offices.

  7. 1964–1987

Lake Ray Hubbard and Antique Row

A Dallas reservoir north of town and antique warehouses along US 80 changed Forney’s identity, and the Texas Senate took notice in 1987.

    More

In 1964 Forney Reservoir was built on the East Fork of the Trinity River, four miles north of town, to supply Dallas with water; it was later renamed Lake Ray Hubbard. As Dallas spread east, Forney grew from 2,483 residents in 1980 to 4,070 in 1990, and the state’s marker describes its revival as a bedroom community of Dallas. Commuters could now reach downtown Dallas in well under an hour.

In the late 1960s, Glenn “Red” Whaley opened Forney’s first antique business on US 80. By the 1980s, warehouse dealers lined what locals called Antique Row. In 1987 the Texas Senate declared Forney the “Antique Capital of Texas,” according to news reports and the Forney Economic Development Corporation. The title still stands, and several large dealers remain on the corridor.

  8. 2000–2020

Suburban Takeoff and a Second High School

Forney’s population nearly tripled between 2000 and 2010, and Forney ISD opened a second high school.

    More

The census counted Forney at 5,588 residents in 2000, 14,661 in 2010 and 23,455 in 2020, as its land area grew from about 13 to nearly 15 square miles. Interstate 20 and US 80 put new subdivisions within reach of Dallas jobs. In September 2001 the Forney Historic Preservation League founded the Spellman Museum of Forney History, now in a downtown building on Bois D’Arc Street.

Forney ISD opened North Forney High School in 2009, starting with freshmen and sophomores; its first class graduated in 2012. That fall, the two high schools played the first cross-town Unity Bowl, a rivalry game held every year since. In January 2024, both high schools opened new ninth-grade centers as enrollment kept climbing across the district, and more campuses have followed.

  9. 2020–2025

    America’s Fastest-Growing City

Census estimates ranked Forney the fastest-growing U.S. city of 20,000 or more from 2020 to 2024.

    More

Census Bureau estimates put Forney at 38,572 residents in July 2024, up 64.2 percent from the April 2020 base. Site Selection magazine, reporting the Census release, called it the nation’s fastest-growing incorporated city over that period, noting more than 25,000 future residential lots planned about 21 miles from Dallas along I-20 and US 80. The pace drew national attention to Kaufman County.

Growth continued: Community Impact, reporting Census figures released in May 2026, said Forney grew 8.5 percent from July 2024 to July 2025, to about 41,658 residents. Forney ISD projects that the district could more than double, from about 16,000 students to more than 35,000, within 10 years, and it keeps building new campuses to keep pace. Retail, roads and health care have been racing to catch up.

  10. 2024–2027

Gateway, H-E-B and a First Hospital

Village at Gateway brought H-E-B and The Home Depot to US 80 in 2025 and 2026, and Texas Health Forney is set to open in 2027.

    More

Ground broke on November 15, 2024, on Village at Gateway, a 120-acre center at North Gateway Boulevard and US 80, inside the 2,000-acre Gateway development. The Home Depot opened in November 2025. A 139,000-square-foot H-E-B with True Texas BBQ opened February 4, 2026, after a weather delay, followed by Target, BJ’s Wholesale Club and other stores, giving residents major shopping without driving to Mesquite or Rockwall.

Next door, Texas Health Resources is building Texas Health Forney, the city’s first full-service hospital, with an emergency department and labor and delivery; it’s slated to open in fall 2027. Meanwhile, TxDOT has been rebuilding US 80 to six main lanes with continuous frontage roads, with the segment from Lawson Road to FM 460 targeted for completion in 2026.

Compiled from the Texas State Historical Association Handbook of Texas (Forney entry), Texas Historical Commission marker text via the Texas Historic Sites Atlas and the Historical Marker Database, the Forney Chamber of Commerce, the Forney Economic Development Corporation, the downtown business association, the Spellman Museum, the U.S. Census Bureau, Site Selection, Community Impact, Texas Health Resources, H-E-B and 2025–2026 local reporting. The eight-gin figure is from local histories; the 2025 population is Community Impact’s report of the Census release. No resolution number for the 1987 Antique Capital designation was confirmed. Sources differ on the founding of The Forney Messenger (1881 or 1896), so no year is given. Daugherty family details are from the Chamber. The hospital and US 80 dates are projections. Launch dates for Travis Ranch, Devonshire and Windmill Farms weren’t confirmed, so none are given. Bobby Franklin, REALTOR®, TREC #0805459, Legacy Realty Group – Leslie Majors Team.

Most of Forney’s events are run by the city around historic downtown, from Falloween to the New Year’s Eve Ball Drop, and all are free.

The Fourth of July fireworks are at Forney Community Park on FM 548.

Dates move for weather, so check forneytx.gov before you go.

Timing shown is the usual pattern for each event; exact dates, times and locations change from year to year and should be confirmed with organizers. Event details are from the City of Forney, the Forney Arts Council, inForney, the Forney Messenger, the Forney Chronicle and other local reporting; each Forney event listed was found in at least two years. Falloween’s 2026 date is from the city; one blog lists October 17. The Christmas Parade of Lights held in earlier years appears to have been replaced by Christmas on Main and the tree lighting. A Texas Independence Day concert, Juneteenth celebration, flashlight candy cane hunt and movies in the park weren’t confirmed in two years by primary sources, and no antique festival, Easter egg hunt, National Night Out, farmers market, car show or Veterans Day ceremony was confirmed, so none is shown. Events under “Nearby” are held in Royse City, Rockwall and Terrell. Bobby Franklin, REALTOR®, TREC #0805459, Legacy Realty Group – Leslie Majors Team.

How’s the Forney Housing Market?

Median Sales Price

What Forney homes actually sold for each month. With builder closings in Devonshire, Gateway Parks and Windmill Farms trading alongside Travis Ranch and downtown resales, the mix of what sold moves this line as much as the market does.

Read this line first

Forney’s median moves with which homes sold: entry-level Windmill Farms homes, Travis Ranch resales or larger new builds. A local MLS report put the August 2026 median at about $310,000, down 8.8 percent, while Redfin showed about $334,800, down 5.5 percent. Read the trend, not one month.

For sellers

A Travis Ranch resale, a new Devonshire home on a 40-foot lot and an older home near downtown can all land on this one line. The chart is not your comp. Your comps match your size, age, lot, city-limits status and any MUD.

For buyers

Texas is a non-disclosure state, so portal prices are models. This is MLS. Ask for the actual comparable sales, plus the MUD rate, HOA dues and whether the address is inside Forney city limits.

Charts supplied by NTREIS via 10K Research and Marketing and update automatically. Data reflects residential activity reported to the MLS and may be revised as late-reported sales come in. Many homes with a Forney mailing address, including Devonshire, Travis Ranch and Windmill Farms, sit outside city limits in MUDs or water districts, so MLS city fields may not match the city boundary. The August 2026 median, months of inventory and sale-to-list ratio are from a local brokerage’s MLS report; the second median is Redfin’s. These charts do not separate homes inside and outside city limits, MUD homes, or new construction and resale. Market statistics describe the area as a whole and are not a substitute for a comparative market analysis on a specific property. Texas is a non-disclosure state, so publicly available sale prices elsewhere are estimates rather than recorded figures. Pick a purchase year and the price fills in. If you own here, type over it with what you actually paid. This calculator runs on the Kaufman County index, the federal repeat-sales measure for the county that holds Forney. A home bought in 2015 is worth about twice its price on the index, with the biggest jump between 2020 and 2022 and slow gains since.

Federal house price index growth, indexed to the purchase year, where the purchase year equals 100.

A long climb, then a slowdown

From 2015 to 2025 the Kaufman County index rose about 113 percent, with a 41 percent jump between 2020 and 2022.

From 2022 to 2025 it rose only about 6 percent, and local medians are down in 2026.

Why $335,000

Recent Forney medians run about $310,000 to $335,000, and the city’s 2026 average homestead taxable value is about $350,100.

Type over the prefilled price with what you actually paid.

Recent buyers, little equity

Owners who bought before 2021 carry large gains; many who bought from 2022 to 2025 have little or none.

Indexes are county-wide, so value any specific property from true comparables.

The tax bill, plainly

Inside city limits, a $335,000 homestead pays about $5,378 a year.

The same home in a MUD outside the city pays roughly $6,670 to $7,280, because the MUD tax is larger than the city tax it replaces.

Growth rates are the FHFA All-Transactions House Price Index, annual values 2009 through 2025: Kaufman County, Texas (FRED series ATNHPIUS48257A, base 2000 equals 100, last updated 31 March 2026), the State of Texas (TXSTHPI) and the United States (USSTHPI). State and national figures are annual averages of published quarters. The Kaufman County series recorded 134.17 in 2015, 270.22 in 2022 and 286.04 in 2025. FHFA describes county indices as developmental and subject to revision, and the annual series does not cover 2026. No city-specific index was used. The prefilled dollar figures are derived and illustrative, not published: they apply the Kaufman County index to a $335,000 anchor between a local MLS-based August 2026 median ($309,990), a 30-day market figure ($335,000) and the City of Forney’s 2026 average homestead taxable value ($350,137). The index is built from conforming loans and excludes jumbo lending and all-cash purchases. Equity figures assume a 30-year fixed mortgage at that year’s Freddie Mac annual average rate (2025 approximately 6.6 percent), held to today, with no refinancing, no extra principal and no additional borrowing. They exclude closing costs, property taxes, insurance, maintenance, improvements and selling costs. The tax example uses the City of Forney’s 2026 rate of 0.441281, set by its September 2026 tax levy ordinance and matching its published no-new-revenue rate; Kaufman County’s 0.415113, unchanged from 2025; and Forney ISD’s 1.2869, its 2025–26 rate, reported unchanged for 2026–27 but not confirmed by the district. It assumes a $335,000 appraised value for an owner under 65 with no homestead cap benefit, applying the $140,000 school exemption and no city or county general homestead exemption. The outside-city examples replace the city tax with Kaufman County ESD No. 6 (0.049245) and a MUD rate of 0.7775 (Kaufman County MUD No. 2, linked to Devonshire) or 0.96 (MUD No. 5, linked to Travis Ranch), all 2025 rates. For an owner 65 or older inside the city, the first-year figure is about $4,257, using the city’s $65,000 over-65 exemption and a $15,000 county exemption from a secondary source. On November 3, 2026, Forney voters decide a $49.5 million city bond that could raise future city rates. It is an illustration, not a quote. The homestead appraisal cap limits increases in a homestead’s taxable appraised value to 10 percent a year and ends on sale. This is an illustration for general reference, not an appraisal, a comparative market analysis, a valuation or investment advice. Past appreciation does not predict future appreciation. Below-Metro Prices on US 80, a Hospital on the Way and Two Ways to Live

Forney grew from 23,455 residents in 2020 to an estimated 38,572 in 2024, and its median sale price runs about $310,000 to $335,000. The trade-offs are real: MUD taxes in many subdivisions, years of US 80 construction and no hospital until 2027.

Priced below the metro

The August 2026 MLS-based median was about $309,990, versus about $389,000 across DFW; Redfin showed $334,778.

With about 5.6 months of inventory, buyers have room to negotiate.

A hospital under way

Texas Health Forney, at Village at Gateway on US 80 and Reeder Road, is slated for fall 2027 with 64 beds.

Plans include an emergency department, labor and delivery and imaging.

Top-class fire rating

Forney Fire Department holds an ISO Class 1 rating and covers about 80 square miles.

It serves the city, Talty and the subdivisions in Kaufman County ESD No. 6.

Growth along US 80

Forney grew 64 percent from 2020 to 2024, and the Gateway corridor keeps adding retail.

TxDOT is rebuilding US 80 to six lanes, with work east of FM 460 scheduled into 2029.

The trade-offs, said plainly

A $335,000 homestead pays about $5,378 a year inside the city, but roughly $6,670 to $7,280 in a MUD outside it.

There’s no DART service; commuting is by car.

Costs to watch

Voters decide a $49.5 million YMCA and library bond on November 3, 2026.

Water, sewer and trash rates rose in October, about $24 a month for a family of four, per city staff.

Drive times are planning estimates from downtown Forney, not live traffic; check a live map before you rely on them. Rush-hour times can run much longer, especially during US 80 construction. The median comparison is from a local brokerage’s August 2026 MLS report; Redfin’s August 2026 median was $334,778. Hospital details are from Texas Health Resources and the Forney EDC; earlier reports gave other bed counts and dates, and the opening is a target, not a guarantee. The ISO rating is from the Forney Fire Department’s reported 2025 annual report, and its coverage area from the City of Forney and Kaufman County ESD No. 6. Population is from the Census Bureau. US 80 dates are TxDOT and state registration estimates. The utility increase is a city staff estimate reported by inForney. Tax figures are the illustration from our equity widget: the city’s 2026 rate of $0.441281, Kaufman County’s $0.415113 and Forney ISD’s $1.2869, which the district hasn’t confirmed for 2026–27, for an owner under 65. The MUD range uses 2025 rates for ESD No. 6 and MUD Nos. 2 and 5; 2026 rates were pending at publication. If the bond passes, future city rates could rise; no official per-home estimate was published. Forney isn’t served by DART. No crime, school ranking or flood zone claims are made. This information is provided for general reference and is not a representation about any specific property, commute or future development outcome. North Texas Market Insider™ · Forney FAQ

Forney Frequently Asked Questions

Answered with verified specifics, from city limits versus MUDs, 2026 tax rates and the November bond to utilities, US 80 construction and the coming hospital.

01Is a Forney address inside the city, or in a MUD subdivision?

Many homes with a Forney mailing address are outside city limits, in master-planned communities such as Devonshire, Travis Ranch and Windmill Farms that are served by municipal utility districts or fresh water supply districts.

Outside the city, you pay no City of Forney tax, but you pay a MUD or FWSD tax plus Kaufman County ESD No. 6 for fire service. Water, sewer and trash come from the district or another provider, and the county sheriff and constables patrol.

Check the Kaufman Central Appraisal District record for the City of Forney among the taxing units, and read the seller’s MUD notice, which state law requires before you sign.

02What does a $335,000 homestead inside Forney city limits pay in taxes?

For an owner under 65, roughly $5,378 a year at 2026 rates, before any homestead cap benefit.

That’s about $1,478 to the city at $0.441281 per $100, about $1,391 to Kaufman County at $0.415113 and about $2,509 to Forney ISD at $1.2869 after the $140,000 school exemption. Neither the city nor the county offers a general homestead exemption.

Without a homestead exemption, such as a buyer’s first year or a rental, the bill runs higher. Forney ISD’s 2026–27 rate hadn’t been confirmed by the district at publication, so treat this as an illustration and ask the title company for the tax certificate.

03How much more do Forney’s MUD neighborhoods pay?

Usually more. The same $335,000 homestead in a MUD outside city limits pays roughly $6,670 to $7,281 a year, because the MUD tax is larger than the city tax it replaces.

For 2025, Kaufman County MUD rates ran from $0.65 to $1.00 per $100: MUD No. 2 at $0.7775, Nos. 3 and 4 at $1.00, No. 5 at $0.96, No. 6 at $0.7325 and No. 7 at $0.65. Several fresh water supply districts were at $1.00. ESD No. 6 added $0.049245.

The 2026 district rates were pending at publication. Which district serves which subdivision varies by section, so confirm the exact district on the appraisal record for that parcel.

04Did Forney’s city tax rate go up for 2026?

The rate rose, but the typical bill didn’t. The city adopted $0.441281 per $100 on September 1, 2026, up from $0.421431, by its tax levy ordinance.

That rate equals the no-new-revenue rate, because the average homestead’s taxable value fell 4.7 percent, from $367,535 to $350,137. The city estimates the average homestead’s city tax goes from $1,549 to $1,545.

The city’s total levy still grows about 6.7 percent, to roughly $21.9 million, because of new construction. If voters approve the November bond, its debt payments could raise the rate in a future year; no official per-home estimate had been published.

05How big are Forney’s exemptions for owners 65 and older?

The City of Forney offers a $65,000 over-65 exemption and a $35,000 disabled exemption, and a surviving spouse 55 or older may qualify to keep it. You apply through the Kaufman Central Appraisal District.

Forney ISD gives the largest break: the $140,000 state exemption plus $60,000 more for owners 65 or older or disabled, with a school tax ceiling that generally freezes school taxes.

Inside city limits, an owner 65 or older on a $335,000 home pays about $4,257 in the first year, which also assumes a $15,000 county exemption reported by a secondary source. MUD exemptions differ by district, so confirm each one.

06Does every Forney home go to Forney ISD?

Most Forney homes, including many master-planned communities outside city limits, are in Forney ISD, which reports more than 20,000 students across 26 campuses.

The district earned a C in 2025 and a B (80) in 2023. TEA released its 2026 ratings in August, and a September rescoring affected Forney ISD; the 2026 grade wasn’t confirmed at publication, so check TXschools.gov.

Some homes with Forney addresses are in Crandall, Terrell, Rockwall or Mesquite ISD, and the district rezones as it opens campuses. Check the district on the appraisal record and confirm the campus with the district’s boundary lookup before you write an offer.

07What is on Forney’s November 3, 2026 ballot?

A $49.5 million bond for one combined building: a recreation center the city would own and lease to the YMCA to operate, and a city-owned public library. The proposition includes a tax to repay the bonds.

Early voting runs October 19 through 30, including a Saturday and a Sunday, and Election Day hours are 7 a.m. to 7 p.m. Kaufman County uses countywide vote centers, including the Forney Sub Courthouse at 200 E. Main St.

When the council called the election, residents noted that the YMCA agreement, its contribution and operating costs weren’t final. Read the official ballot language at the city’s election page before you vote.

08When does Forney get its own hospital?

Texas Health Forney is slated to open in fall 2027 with 64 beds, as Forney’s first full-service acute-care hospital. Texas Health lists an emergency department, operating suites, labor and delivery and imaging.

It’s being built within Village at Gateway, at US 80 and Reeder Road, with a medical office building planned alongside. Earlier reports gave other bed counts and dates, so treat the opening as a target.

Until then, the nearest Texas Health hospitals are in Kaufman and Rockwall, roughly 20 minutes from downtown Forney off-peak. Check your insurance network for the hospitals and emergency rooms closest to your address.

09Who responds to fire calls in Forney’s unincorporated subdivisions?

The Forney Fire Department does. It covers about 80 square miles: the City of Forney, the City of Talty and Kaufman County ESD No. 6, which contracts with the department.

Voters created ESD No. 6 in 2001, and it’s funded by a property tax, $0.049245 per $100 in 2025, on homes in its area, including Windmill Farms, Devonshire and Travis Ranch. Five commissioners appointed by Kaufman County govern it.

The department reports an ISO Class 1 rating, the top class, which insurers may use in pricing. Ask your insurance agent how the rating applies to a specific address.

10Who patrols homes outside Forney city limits?

Inside city limits, the Forney Police Department responds. Its work is partly funded by a quarter-cent Crime Control and Prevention District sales tax, and the 2027 budget adds an assistant chief and more officers.

In unincorporated subdivisions, the Kaufman County Sheriff’s Office and county constables provide law enforcement, as the city’s jurisdiction stops at its limits. Fire service there comes from ESD No. 6.

The police department’s non-emergency line is 972-552-6625, at 110 Justice Center Dr. Call 911 in an emergency. Confirm whether an address is in the city on the appraisal record, because that decides which agency responds.

11How do I open a City of Forney utility account?

Contact City of Forney Utility Billing at 972-552-6645 or [email protected]. The office is at 402 N. Bois D’Arc St., open Monday through Thursday, 7:30 a.m. to 5:30 p.m.

Residential service costs $100 to start: a $25 connection fee and a $75 deposit that’s refunded when you close the account or after 36 months of on-time payments. Bring a driver’s license, plus a lease if you’re renting.

The city account covers water, sewer and trash inside city limits. Homes outside the city get water and sewer from a MUD or another provider, so ask the seller for a recent bill to see who serves the address.

12Why does my Forney utility due date depend on US 80?

The city splits billing by location. Accounts north of US 80 are billed on the 15th and due on the 30th; accounts south of US 80 are billed on the 1st and due on the 15th.

A $10 late fee applies after the due date. You can pay through the city’s online portal, by phone or text at (855) 776-4551, by automatic bank draft, in person at 402 N. Bois D’Arc St. or at the 24-hour drop box.

Set up auto-draft when you open the account so a move-in month doesn’t slip past you. If you live outside city limits, your MUD or water provider sets its own billing dates.

13How much did Forney utility rates rise in October 2026?

Yes. The city’s 2027 budget raised water about 8.7 percent, passing through higher wholesale costs from the North Texas Municipal Water District, and sewer about 9.9 percent. The trash contract rose about 5 percent.

City staff estimated the combined change at about $24 a month more for a family of four. The council amended utility rates by ordinance on September 15, 2026.

Actual bills depend on usage, so ask the seller for twelve months of utility bills when you buy. Homes outside city limits pay their district’s or provider’s rates, which may change on a different schedule.

14Where does Forney’s tap water come from?

The city buys all of its treated water from the North Texas Municipal Water District, mostly surface water from Lake Lavon. Wastewater goes to a district treatment plant in Mesquite.

On the north side, the city has applied for a $15 million grant for an elevated storage tank and new lines near Ridgecrest Road to address low water pressure. The grant’s outcome wasn’t confirmed at publication.

Homes outside city limits may get water from a MUD or a water supply corporation instead. Watering rules follow the regional drought plan, so check the city’s or your provider’s current stage before planning new landscaping.

15Who picks up trash and recycling in Forney?

Inside city limits, Community Waste Disposal collects trash and recycling on Wednesdays, and the city bills the service on your utility bill.

CWD provides the recycling cart; residents provide their own trash can. Bulk items and brush are also collected on Wednesdays, so check CWD’s Forney page for size limits and how to set items out.

Trash service in unincorporated subdivisions varies by MUD, HOA or provider, so confirm it with the seller or the HOA. If your home borders another city’s service area, verify your provider by address before move-in day.

16How long will US 80 construction last through Forney?

TxDOT is rebuilding US 80 from four to six main lanes with continuous frontage roads. The $129 million segment from Lawson Road to FM 460 carries a 2023–2026 timeline, and its completion wasn’t confirmed at publication.

The next segment, from FM 460 east past Buffalo Creek, is registered to run from September 2026 to about March 2029, at an estimated $75.7 million.

The city also lists FM 548 widening to six lanes between US 80 and SH 205, and design work on FM 740 and FM 460. Construction dates are estimates and have slipped before, so plan for work zones.

17Is Forney on DART or a commuter rail line?

No. Forney isn’t one of DART’s 13 member cities, so there’s no DART bus or rail service in town.

Forney is about 21 miles from Dallas along US 80 and I-20, and most commuting is by car. Downtown Dallas is roughly 30 to 40 minutes off-peak, and DFW Airport roughly 45 to 60 minutes, depending on traffic and construction.

Regional demand-response service may be available through STAR Transit, but its Forney coverage wasn’t confirmed at publication, so check eligibility directly. Test-drive your commute at rush hour before you buy.

18What are Forney home prices doing in 2026?

They’re softening. A local brokerage’s MLS report put the August 2026 median at $309,990, down 8.8 percent from a year earlier, with about 5.6 months of inventory and homes selling at 96.2 percent of original list.

Redfin showed a $334,778 median, down 5.5 percent. The sources measure different sets of sales, but both show prices down and buyers with room to negotiate.

Price cuts are common; one tracker showed most active listings with a reduction, so compare resale and new homes carefully. For a specific home, the true guide is recent comparable sales nearby, not a citywide median.

19What loan limits and rates apply to a Forney purchase?

For 2026, the FHA limit for a one-unit home in Kaufman County is $563,500, per lender tables, and the conforming limit is $832,750. Most Forney homes fall well under both.

Freddie Mac’s survey put the 30-year fixed average at 7.28 percent on October 1, 2026, its highest since late 2023. Rates move weekly, so get a current quote.

Ask your lender to include the full tax stack in your payment, including any MUD tax, since it can add hundreds of dollars a month. Builder rate buydowns may be available on new homes.

20How fast has Forney grown since 2020?

Fast. Forney had 23,455 residents in the 2020 Census and an estimated 38,572 on July 1, 2024, about 64 percent growth from the 2020 base.

Census estimates made it the fastest-growing U.S. city of 20,000 or more since April 2020. Much of the growth is in master-planned communities, some outside city limits, plus retail along the Gateway corridor on US 80.

The combined sales tax is 8.25 percent: 6.25 percent state, 1.5 percent city, a quarter-cent for the Forney EDC and a quarter-cent for crime control and prevention. New construction keeps the city’s total levy rising even as the average home’s city tax holds steady.

Answers were verified as of October 3, 2026, from the City of Forney, Kaufman County, the Kaufman Central Appraisal District, Kaufman County ESD No. 6, Forney ISD, the Texas Education Agency, TxDOT and state construction registrations, Texas Health Resources, the Forney EDC, Community Waste Disposal, the Census Bureau, inForney, The Dallas Morning News, Redfin, a local brokerage MLS report, Freddie Mac and lender tables. Rates, fees, providers and hours change; verify anything you intend to rely on. Forney ISD’s $1.2869 is its 2025–26 rate, reported unchanged for 2026–27 but not confirmed by the district; all MUD, FWSD and ESD rates shown are 2025 rates, with 2026 rates pending. Tax figures are illustrations, not quotes. The county over-65 exemption is from a secondary source. Subdivision-to-district links vary by section; confirm by parcel. The November 3, 2026 bond outcome, the hospital opening and road dates are pending or projected. Drive times are estimates. The city lists both 972-552-6645 and 972-564-7304 for Utility Billing. Links, phone numbers and addresses verified October 2026 against the City of Forney (city offices, utility billing, rates, public works, planning, police, fire and elections), its subdivision water supplier list, Kaufman County, the Kaufman Central Appraisal District, Kaufman County ESD No. 6, High Point SUD, Forney Lake WSC, the Windmill Farms districts and Texas Health Resources, and subject to change; if something has moved, tell me and I will correct it. City Hall is now at 401 Pinson Rd.; 101 E. Main St. is the City Hall Annex, and older listings showing 972-564-7300 are outdated. The water provider, special districts and electric provider vary by address; confirm each one, and every taxing unit, before you buy. The city lists both 972-552-6645 and 972-564-7304 for Utility Billing, and one city page lists 972-722-3203 for Forney Lake WSC. The Travis Ranch district links are from the developer and HOA. The MyGov permit portal, the Municipal Court, Forney ISD, Chamber, EDC and Constable phones, and the Texas Health Kaufman address weren’t confirmed. The Oncor, Texas Health Rockwall, STAR Transit, FEMA and TSAHC contacts are carried from earlier research, and electric cooperative territories weren’t confirmed. Forney, a city of 23,455 at the 2020 census and about 38,600 by the Census Bureau’s 2024 estimate, sits on US 80 in Kaufman County, about 21 miles east of Dallas. Its homes range from older streets near the historic downtown to master-planned Devonshire, Travis Ranch and Windmill Farms. Two homes on the same road can carry very different tax bills, water companies and sewer charges. I sort out the details that matter here, and the awkward parts are named.

Bobby Franklin, REALTOR® TREC #0805459 Legacy Realty Group – Leslie Majors Team NTREIS MLS Access
01

A Forney Address Isn’t Always the City

Devonshire is in Kaufman County MUD Nos. 2–4, Windmill Farms in FWSD Nos. 1-B, 1-C and 1-D, and Travis Ranch in MUDs 5–7, per its developer. There, a district rate of $0.45 to $1.00 per $100 replaces the city’s $0.44. I pull every taxing unit from the appraisal record.

02

The Tax Bill, Side by Side

A $335,000 homestead pays about $5,378 a year inside city limits, but roughly $6,670 to $7,281 in a MUD outside them, using 2025 district rates. I run both numbers before you write an offer, so the payment you plan for is the one you pay.

03

The Water Company Changes by Street

The city serves its own area, but High Point serves Devonshire, Forney Lake WSC serves Travis Ranch and Inframark operates Windmill Farms. City sewer is now billed on actual use, capped at 7,200 gallons. I get the real bills from the seller.

04

Read the District Notice First

State law requires a MUD notice showing the district’s tax rate and bonded debt before you sign. I didn’t find a PID over Forney’s largest communities, but I don’t assume. I check the account for every assessment.

05

The Year-One Tax Jump

On new construction, the first bill is often based on a partly built lot. The 10 percent homestead cap doesn’t start until your first full year with the exemption, so the second bill can jump. I budget for the finished value, not the teaser.

06

Buyers Have Leverage Right Now

The August 2026 median was about $309,990, down 8.8 percent, with about 5.6 months of inventory. New-construction medians fell 4.5 percent and resale fell 7.8 percent. I put a resale home next to the builder’s real terms and negotiate on price, closing costs or a rate buydown.

07

I Will Tell You Not to Buy It

Forney has real trade-offs: no DART, no hospital until fall 2027, US 80 construction into 2029, higher utility rates since October and a $49.5 million bond on the November 3 ballot. If any of that is a dealbreaker, you will hear it from me first.

Six things worth knowing before you start looking here

Confirm whether the home is inside city limits. Second, pull every taxing unit from the Kaufman CAD record. Third, read the MUD notice and its rate. Fourth, confirm the water provider and get a year of bills. Fifth, get the HOA resale certificate and deed restrictions. And sixth, file your homestead exemption with Kaufman CAD by April 30.

Forney-specific things to raise with all four. Freddie Mac’s 30-year average was 7.28 percent on October 1, 2026, and with prices softening, ask how a seller-paid buydown compares with a price cut. A typical Forney home falls well under the $563,500 FHA limit for Kaufman County and the $832,750 conforming limit. Ask about TSAHC and TDHCA programs. And make sure any MUD or FWSD tax is in the payment estimate; it can add hundreds of dollars a month. I recommend these lenders based on their expertise and service. I do not receive compensation for referrals.

Ready to talk, or just have a question?

Either is fine. I answer my own phone, and you will never be routed to a call center or handed to a junior agent. Send me an address and I will tell you whether it’s inside city limits, which MUD or FWSD it’s in, who supplies its water, whether it carries a mandatory HOA and what the tax bill looks like.

Information on this page is provided for general reference and is not legal, tax, insurance, environmental, engineering or lending advice. The tax example is an illustration using the City of Forney’s 2026 rate of $0.441281, Kaufman County’s $0.415113 and Forney ISD’s $1.2869, which the district hasn’t confirmed for 2026–27, applying the $140,000 school exemption for an owner under 65. The MUD range uses 2025 rates for ESD No. 6 ($0.049245) and MUD Nos. 2 ($0.7775) and 5 ($0.96); 2026 district rates were pending at publication. It is not a quote. District-to-subdivision links are from district bond documents, the Windmill Farms districts’ sites and, for Travis Ranch, the developer and HOA; confirm by parcel. Water providers are from the City of Forney’s supplier list and High Point SUD. Market figures are MLS data for August 2026 as reported by a local brokerage; another tracker showed a $335,000 median and more inventory. The FHA limit is from lender tables and should be confirmed with HUD; the conforming limit is FHFA’s 2026 limit. The mortgage rate is Freddie Mac’s Primary Mortgage Market Survey for 1 October 2026. Hospital and road dates are owner and TxDOT targets. School district assignment is determined by address. All real estate services are provided through Legacy Realty Group.
